About Grants.gov Grants.gov was established as a governmental resource named the E-Grants Initiative, part of the President's 2002 Fiscal Year Management Agenda to improve government services to the public. The concept has its origins in the Federal Financial Assistance Management Improvement Act of 1999, also known as Public Law 106-107. The Grants Policy Committee (GPC), a committee of the U.S. Chief Financial Officers (CFO) Council consisting of grants policy experts from across the federal government assumed responsibility for implementing P.L. 106-107, working to enhance federal financial assistance even after P.L. 106-107 expired in November 2007. The Council on Financial Assistance Reform (COFAR) , created in October 2011, continues to assist the Federal financial assistance community with delivery, management, coordination, and accountability of Federal grants and cooperative agreements. |
