With the passage of ATRA, the MIPPA programs have again been reauthorized for a total of $25 million in Fiscal Year (FY) 2013. This legislation builds upon the 2008 MIPPA legislation which provided for beneficiary outreach and included funding to State Health Insurance Assistance Programs (SHIPs), Area Agencies on Aging (AAAs), Aging and Disability Resource Center programs (ADRCs),  and for a resource center to help coordinate efforts to inform older Americans about available Federal and State benefits.
The Centers for Medicare & Medicaid Services (CMS) and the Administration for Community Living (ACL) are jointly administering the MIPPA funding through a single announcement and a coordinated implementation and monitoring process as a model for similar state and local collaboration for this funding. 
SHIPs, AAAs, and ADRCs have successfully filled an important role, providing valuable support at both the state and community levels for organizations involved in reaching people likely to be eligible for the Low Income Subsidy program (LIS), Medicare Savings Program (MSP), Medicare Prescription Drug Coverage (Part D) and in assisting beneficiaries in applying for benefits. CMS and ACL seek plans from states that will describe how the 2013 MIPPA funds will be used to enhance those efforts through statewide and local coalition building focused on intensified outreach activities to help beneficiaries understand and apply for their Medicare benefits.  Consistent with 2009 and 2010 MIPPA funding, states should provide one coordinated State Plan in their application that covers the activities supported by the various funding sources available under MIPPA. 
CMS and ACL request that states describe specific project plans to expand, extend, or enhance the outreach efforts to beneficiaries on Medicare Part D and for those with limited incomes.  States should describe how the SHIP, AAA and ADRC efforts will be coordinated to provide outreach to beneficiaries with limited incomes statewide, for general Medicare Part D outreach and assistance to beneficiaries in rural areas and for outreach activities aimed at Medicare prevention and wellness benefits as well as the improvements in the Part D program under the Affordable Care Act as mandated by Section 3306 of the Act.  States are asked to review their 2010 MIPPA plans and update these plans to reflect successes achieved to date and direct their efforts to enhance and expand their MIPPA outreach activities. </td></tr></table></TD></TR></TABLE>]]></content:encoded>

Purpose of Program: Promoting the Readiness of Minors in Supplemental Security Income (PROMISE) is a joint initiative of the U.S. Department of Education (ED), the U.S. Social Security Administration (SSA), the U.S. Department of Health and Human Services (DHHS), and the U.S. Department of Labor (DOL). Under PROMISE, ED will fund States to develop and implement model demonstration projects (MDPs) that promote positive outcomes for children who receive Supplemental Security Income (SSI) and their families. Specifically, PROMISE is intended to improve the provision and coordination of services and supports for child SSI recipients and their families to enable them to achieve improved outcomes. These outcomes include graduating from high school ready for college and a career, completing postsecondary education and job training, and obtaining competitive employment in an integrated setting and, as a result, achieving long-term reductions in the child recipients' reliance on SSI.

The proposed project is a systematic, non-invasive metal detector survey of a 45-acre parcel at FOUN situated immediately southwest and southeast of the 1861-1863 FOUN Second Fort, the area where the 1st Colorado allegedly camped for 84 days in 1862. The survey will aim to identify, plot, and map the surviving physical remnants of the 1st Colorado encampment. Surviving physical remnants of the camp likely include such archeological features as tent depressions, cooking hearths, and latrines.

The metal detector survey of the 1862 1st Colorado encampment will provide scholars crucial information about daily life and behavior among volunteer infantry regiments during the Civil War. Regular army officers (Union and Confederate) frequently criticized volunteer infantry regiments, complaining about their unprofessionalism and lack of military discipline. By examining the physical layout of the FOUNs 1862 1st Colorado encampment, scholars will be able to gauge the degree to which one particular volunteer regiment actually conformed to (or strayed from) established military regulations dictating camp design.

Reclamation established the Water Conservation Field Services Program (WCFSP) in 1996 with the purpose of fulfilling its water conservation-related obligation as outlined in Section 210 of the Reclamation Reform Act (RRA) of 1982 directing the Secretary to encourage and implement water conservation measures on Federal Reclamation projects.  Directives and Standards (WTR 01-02) were developed for the program which outlined Reclamation's procedures for administering the WCFSP pursuant to the RRA and other existing authorities, including the provision of technical and financial assistance to non-Federal entities and the administration of water conservation plans.   

The primary purposes or four major components of the WCFSP are to:

	A. Assist in developing effective water management and conservation plans;
	B. Encourage and promote implementation of water efficiency measures;
	C. Demonstrate conservation technologies; and
	D. Promote and support water education and training.

Please refer to Section III for additional information on these major components.

Because of the strong support provided by the State of Arizona through the Arizona Department of Water Resources and the implementation of Arizonas Groundwater Management Code of 1980, no funding will be made available for water management and/or water conservation plans under Phoenix Area Office funding opportunities.

Reclamation recognizes that the need to conserve water is critical in the arid Southwest.  No single entity, acting independently, can meet the challenge of improving the efficiency of water use in this area without a combination of new technology and innovative management.  Consequently, a key to meeting this challenge will be the continuation of the partnerships formed between Reclamation and all water users, other Federal and State agencies, educational and research institutions, and other interested parties.

Objective of this Funding Opportunity Announcement

Since then, 162 Investigator-Initiated Research Award applications have been received, and 32 have been recommended for funding.
The IIRA is intended to support studies that have the potential to make an important contribution to SCI research and/or patient care. Projects are expected to be innovative, address an Area of Encouragement, and impact the health care needs of military Service members, Veterans, and/or their family members and caregivers. All applications must specifically and clearly address the military relevance of the proposed research project. Collaboration with military researchers and clinicians is encouraged.
Research projects may focus on any phase of research from basic through translational, including preclinical studies in animal models or human subjects, as well as correlative studies associated with an existing clinical trial. Observations that drive a research idea may be derived from laboratory discovery, population-based studies, a clinicians first-hand knowledge of patients, or anecdotal data.
Applications must include preliminary or published data that is relevant to SCI and the proposed research project.
Optional Qualified Collaborator: The FY13 SCIRP strongly encourages multidisciplinary collaborations among academic scientists and clinicians, industry scientists, the military Services, the VA, and other federal Government agencies. Collaborations with early-career investigators in the SCI field are encouraged. Although more than one collaborator may participate in the application, only one may be named for this option.
The Principal Investigator (PI) must submit a Statement of Collaboration that clearly identifies the collaborating investigator and addresses how each of the criteria listed below are met. Additionally, the collaborator must provide a biographical sketch (see Section II.C.3) and a letter of collaboration (see Section II.C.2) describing his/her involvement in the proposed research project. It should be clear that the success of the proposed research project depends on the complementary skills and contributions of both the PI and collaborator.
 The collaborator must significantly contribute to the proposed research project such that it could not be accomplished without his/her involvement.
&#9675; A proposed research project in which the collaborator merely supplies tissue samples or access to patients will not meet the intent and will not be qualified for the higher level of funding.
&#9675; At least a 10% level of effort is required of the collaborator. Contribution of the collaborator should be reflected in the applications budget.
 The collaborator must be in a position with freedom to pursue independent research goals without formal mentorship.
Research involving human subjects and human anatomical substances is permitted; however, clinical trials are not allowed under this funding opportunity. A clinical trial is defined as a prospective accrual of human subjects in which an intervention (e.g., device, drug, biologic, surgical procedure, rehabilitative modality, behavioral intervention, or other) is tested with a human subject for a measurable outcome with respect to exploratory information, safety, effectiveness, and/or efficacy. NNH13ZUA003N, entitled NASA Innovative Advanced Concepts: Phase II Studies, will be available as of May 28, 2013 by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/     and then linking through the menu listings Solicitations to Open Solicitations. 

This solicitation represents continuation of the NASA Innovative Advanced Concepts (NIAC) program, which issued its first solicitation on March 1, 2011. More information is available at: http://www.nasa.gov/niac     . 

This NRA will solicit multiple studies, each of which will investigate an architecture, mission, or system concept with the potential to enable a great leap in space or aeronautics. NIAC is part of the Space Technology Mission Directorate. Aerospace architecture, mission, or system concepts proposed for NIAC Phase II studies must be exciting, unexplored, far-term, and credible. Proposals for narrow technology or subsystem development, or incremental or near-term advancement, are explicitly out of scope for this program. Finally, while NIAC encourages daring vision and accepts the accompanying risk, proposals must be technically credible and plausibly implementable. 

This solicitation is open to any principal investigator or organization that has completed a NIAC Phase I study, but has not yet completed a Phase II study. Applicants from the prior NASA Institute for Advanced Concepts that have completed a Phase I study, but have not completed a Phase II study, are also eligible unless the reason for not completing a Phase II study was discontinuation at the midterm review.

Affiliation with any educational institution, commercial or not-for-profit organization, research laboratory, government agency, or NASA Center (including the Jet Propulsion Laboratory) is permitted. Individuals may submit, as long as they meet the registration requirements for NSPIRES. Every organization that intends to submit a proposal in response to this NRA must be registered with NSPIRES, and such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. Each electronic proposal system places requirements on the registration of principal investigators and other participants (e.g. co-investigators). Potential proposers and proposing organizations are urged to access the electronic proposal system(s) well in advance of the proposal due date(s) to familiarize themselves with its structure and enter the requested information. The Centers for Medicare & Medicaid Services (CMS) and the Administration for Community Living (ACL) are jointly administering the MIPPA funding through a single announcement and a coordinated implementation and monitoring process as a model for similar state and local collaboration for this funding. 
The national MIPPA resource center will coordinate efforts to inform older Americans and beneficiaries with disabilities about the benefits available under federal and state programs, with an emphasis on providing information on the Low Income Subsidy and Medicare Savings Program benefits. Since then, 17 CTA applications have been received, and 2 have been recommended for funding. Funding from this award mechanism must support a clinical trial and may not be used for preclinical research studies. A clinical trial is defined as a prospective accrual of human subjects where an intervention (e.g., device, drug, biologic, surgical procedure, rehabilitative modality, behavioral intervention, or other) is tested on a human subject for a measurable outcome with respect to exploratory information, safety, effectiveness, and/or efficacy. This outcome represents a direct effect on the human subject of that intervention or interaction. Principal Investigators (PIs) seeking funding for a preclinical research project should consider one of the other award mechanisms/funding opportunities being offered. The term human subjects is used in this Program Announcement/Funding Opportunity to refer to individuals who will be recruited for or who will participate in the proposed clinical trial. If the study proposed involves the use of a drug that has not been approved by the Food and Drug Administration (FDA) for its investigational use, then an Investigational New Drug (IND) application to the FDA may be required and must be submitted to the FDA prior to the grant submission. If the proposed clinical trial involves an investigational device that has not been approved or cleared by FDA for its investigational clinical use, the study may be required to comply with the FDA Investigational Device Exemption (IDE) regulations. If applicable, the IDE application must be submitted prior to the grant submission. The Government reserves the right to withdraw funding if the documented status of the IND or IDE has not been obtained within 6 months of the award date.
The following are important aspects of submission for the Clinical Trial Award:
 The proposed clinical trial is expected to begin no later than 12 months after the award date.
 The proposed intervention to be tested should offer significant potential impact for individuals living with SCI and its consequences.
 The proposed clinical trial should be directly applicable to the health care needs of military Service members, Veterans, or other individuals living with SCI.
 The proposed clinical trial must be based on sound scientific rationale that is established through logical reasoning and critical review and analysis of the literature.
 Inclusion of preliminary data relevant to the proposed clinical trial is required; Phase I or pilot clinical trial data are required for Phase II clinical trial applications.
 The application should demonstrate availability of, and access to, a suitable patient population that will support a meaningful outcome for the proposed clinical trial. The PI should discuss how accrual goals will be achieved and how standards of care may impact the study population.
 The application should demonstrate documented availability of and access to the drug/ compound, device, and/or other materials needed, as appropriate.
 The proposed clinical trial should include clearly defined and appropriate endpoints, and use standard outcome measures, if applicable.
 The application should include a clearly articulated statistical analysis plan, appropriate statistical expertise, and a power analysis reflecting sample size projections that will clearly answer the objectives of the proposed clinical trial.
 The application should include a study coordinator(s) who will guide the clinical protocol through the local Institutional Review Board (IRB) of record and other regulatory approval processes, coordinate activities from all sites participating in the trial, and coordinate participant accrual.
 The application should include a Transition Plan (including potential funding and resources) showing how the product will progress to the next clinical trial phase and/or delivery to the market after the successful completion of the SCIRP Clinical Trial Award.
 The application should clearly demonstrate strong institutional support.
 Partnerships between clinicians and bio-engineers are encouraged.
 The application should demonstrate utilization of the spinal cord injury Common Data Element (CDE) standards developed through the collaboration of the International Spinal Cord Society, the American Spinal Injury Association, and the National Institute of Neurological Disorders and Stroke CDE team, as referenced at http://www.commondataelements.ninds.nih.gov/SCI.aspx. The rivers support nearly 40 mussel species and over 100 fish species including several that are threatened or endangered.  The St. Croix National Scenic Riverway and Mississippi National River and Recreational Area are likely on the verge of being colonized by bighead carp Hypophthalmichthys nobilis and silver carp Hypophthalmichthys molitrix (hereafter Asian carp).  Asian carp have established populations in the Upper Mississippi River near Keokuk, Iowa.  In 1996, 2011 and 2012, individual bighead carp were caught in the St. Croix River. In 2011, environmental DNA sampling indicated that silver carp were present in SACN and MISS (Minnesota Department of Natural Resources Press Release). 

Zooplankton are key primary consumers in aquatic systems, limiting algal blooms and in turn supplying food for higher invertebrates and fish. Both species of Hypophthalmichthys can decimate zooplankton populations, and in both natural and experimental systems this impact has been shown to increase algal blooms and harm other planktivorous fish and fish fry.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN: Test the null hypothesis that food web structure does not differ between the St. Croix and Mississippi Rivers or between habitat types within rivers.  Establish robust baseline data on pre-invasion food web structure to quantitatively evaluate future control and remediation efforts.  Compare results with literature on Hypophthalmichthys spp. food preferences to identify habitats with food web structure most favorable to the growth and reproduction of invasive.  Compare the St. Croix and Mississippi River Parks and identify rivers and/or habitat types with food web structure most dependent on pathways likely to be disrupted invasive carp. Results will be combined with known habitat preferences of the different carp species to direct removal and eradication policies and develop predictions about most likely impacts of carp on threatened and endangered species.  Determine if gizzard shad are more dependent on planktonic (via zooplankton) or detrital carbon sources and if that varies in the presence of Asian carp (the latter portion of this objective depends on sampling in the Illinois River where Asian carp are abundant).
Zooplankton were sampled in Lake St. Croix and above the dam at St. Croix Falls (WI) in 2010 and 2011. Results from analysis of the 2010 samples are complete and intriguing.  This project is complete with one caveat: zooplankton richness and abundance was an order of magnitude higher than expected based on similar systems. Sample preparation and counting took nearly three times as long as expected, so only samples from 2010 were counted. Samples from 2011 were taken but will be counted in fall, 2013 pending further support.  While crustacean plankton preserve well, the smaller plankton like rotifers do not. If the samples are not analyzed by the end of 2013 they will no longer be useful given the importance of rotifers and protists in river systems.

RECIPIENT INVOLVEMENT: The College will provide the qualified researcher to conduct the project to meet the objectives and established management plan.

NATIONAL PARK SERVICE INVOLVEMENT: Participate and collaborate jointly with the Recipient in carrying out the scope of work.  To provide a NPS technical representative to assist with specifics of the project as needed.  Review and approve one stage of work before the next stage can begin.  Review and approve proposed modifications or sub-grants, prior to award.  Direct or redirect the work because of interrelationships with other projects.  Immediately halt an activity if detailed performance specifications are not met.  Oversee Recipient discretion with respect to scope of work, organizational structure, staffing, mode of operations and other management processes, combined with close monitoring or operational involvement during performance under this Task Agreement.

existing problems from new perspectives, or exhibit other uniquely creative qualities. Research
that is an incremental advance upon published data is not considered innovative and will not be
considered for funding under this award mechanism.
Inclusion of preliminary data is discouraged. The outcome of research supported by this award
should be the generation of robust preliminary data that can be used as a foundation for future
research projects to understand the mechanisms of initiation, or progression of cancer. This
award is not intended to support ongoing research in the applicants laboratory; therefore,
inclusion of preliminary data other than serendipitous findings or in very small numbers is not

The SCIRP was initiated in 2009 to fund innovative projects that have the potential to make a significant impact on improving the health and well-being of military Service members, Veterans, and other individuals living with SCI. Appropriations for the SCIRP from FY09 through FY12 totaled $67.85 million (M). The FY13 appropriation is $30M.
The FY13 SCIRP challenges the scientific community to design innovative research that will foster new directions for and address neglected issues in the field of SCI-focused research. Applications from investigators within the military Services, and applications involving multidisciplinary collaborations among academia, industry, the military Services, the Department of Veterans Affairs (VA), and other federal Government agencies are highly encouraged. Though the SCIRP supports groundbreaking research, all projects must demonstrate solid scientific rationale.
The SCIRP has identified seven Areas of Encouragement for the FY13 program. Not all Areas of Encouragement are applicable to each award mechanism offered by the FY13 SCIRP.
B. FY13 SCIRP Areas of Encouragement
The FY13 SCIRP encourages applications that specifically address one or more of the following areas related to acute SCI:
1. Pre-hospital, en route care, and early hospital management of SCI, including but not limited to:
 The mechanisms of the effects of hemorrhagic shock and hypovolemic resuscitation on SCI
 Effects of vibration, G-forces and hypobaria as experienced in military medical evacuations
 Identification and validation of prognostic assessments
2. Development, validation and timing of promising interventions to address issues during the first year after SCI, for example deep vein thrombosis, infection, and pressure ulcers. Note: Studies of neuroprotective drug interventions are not encouraged.
3. Identification and validation of best practices during the first year after SCI including but not limited to:
 Surgical interventions
 Critical care interventions
 Rehabilitation interventions
 Musculoskeletal health
The FY13 SCIRP also encourages applications that rigorously and definitively address one or more of the following issues which may occur at any time after SCI:

The SMP mission is to empower and assist Medicare beneficiaries, their families, and caregivers to prevent, detect, and report healthcare fraud, errors, and abuse through outreach, counseling, and education.  The 54 SMP projects recruit and train volunteers to educate Medicare beneficiaries about how to protect their Medicare numbers, examine their Medicare Summary Notices to detect discrepancies, and report suspicious activity when detected.  The SMP program seeks to empower seniors through increased awareness and understanding of health care programs to protect them from the economic and health-related consequences associated with Medicare fraud, error, and abuse.
The SMP program, like many other federal, state, and local programs, must estimate the benefits that the program provides.  However, since there is not currently a way to quantify the effects of prevention education, measuring the impact of the SMP program on the extent and cost of fraud and abuse is difficult. For that reason, with this Funding Opportunity Announcement, ACL seeks applications that will describe how to best conduct research on prevention education, such as that conducted by the SMP program, to determine how to best measure and quantify the effects of these efforts. This research may include, but is not limited to, identification of methodologies for measuring cost savings or avoidance associated with SMP&rsquo;s fraud prevention efforts.  Specifically, ACL is interested in reviewing and supporting applications that will describe how the applicant will:
 
&middot;         Conduct a literature review of methods to quantify the effects of community education on prevention to identify an appropriate methodology for measuring these efforts in general and within the SMP context;
&middot;         Determine how to best measure and estimate the effects of community education on health care fraud prevention according to the identified methodology; and
&middot;         Develop and implement, in conjunction with selected volunteer SMP project grantees, a pilot study to demonstrate the above developed measures and tools using the SMP program and the program&rsquo;s Medicare fraud prevention efforts.

The intent of the Qualitative Research Award is to support qualitative research studies that will help researchers and clinicians better understand the experiences of individuals with SCI and thereby identify the most effective paths for adjusting to disability and/or improving overall quality of life, health, and functional status after SCI. This mechanism is specifically focused on military and Veteran populations in the years after SCI, examining the issues, barriers, and promoters of success for Service members during the transition from initial injury and acute care through rehabilitation and community reintegration; therefore, collaboration with military researchers and clinicians is encouraged. Factors that may affect the rehabilitation and reintegration of spinal cord injured soldiers include, but are not limited to, age, gender, ethnicity, family members/caregivers, psychological health, severity of injury, type of medical care (e.g., civilian versus military facility), and co-morbid conditions.
Qualitative research is a form of social inquiry that uses open-ended variables and focuses on understanding how people interpret and make sense of their experiences and the world in which they live (i.e., seek to understand the human experience). Observations that drive a research idea may be derived from basic discovery, population-based studies, a clinicians first-hand knowledge of patients, or anecdotal data. Appropriate qualitative research topics include, but are not limited to, the explorative, descriptive, predictive, or explanatory study of:
 Barriers preventing soldiers with spinal cord injuries from returning to active duty, returning home, or reintegrating into the community.
 Impact of personal factors and co-morbid medical conditions that influence or mediate a patients health or quality of life during hospitalization following SCI.
 Impact of cultural values and beliefs on the success of rehabilitation and community reintegration.
 Impact of medical care decisions (e.g., choice of civilian versus military facility, treatment type, etc.) on the success of rehabilitation and community reintegration.
 Impact of care provision on the spouse and/or families of the spinal cord injured to include career issues, physical strain and injury, intimacy, etc.
 Factors and strategies for improving psychosocial adjustment and adjustment to disability for patients and their family and friends; the influence of family and friends involvement in the SCI patients life experiences on quality of life and health outcomes.
 Impact of perceived access to care and care coordination on effectiveness of care delivery and success of rehabilitation.
 Impact of aging and age-related changes in social support that may limit ones ability to become more fully integrated into society.
Preliminary or published data relevant to SCI and the proposed research project are encouraged, but not required.
Research involving human subjects and human anatomical substances is permitted; however, clinical trials are not allowed under this funding opportunity. A clinical trial is defined as a prospective accrual of human subjects where an intervention (e.g., device, drug, biologic, surgical procedure, rehabilitative modality, behavioral intervention, or other) is tested with a human subject for a measurable outcome with respect to exploratory information, safety, effectiveness, and/or efficacy. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN: Determine effective population size and other measures of genetic diversity by genotyping individuals from each of three populations using up to 17 microsatellite DNA markers. Estimate age and mortality through analysis of scale samples taken from individuals in each population. Determine the variables influencing recruitment through catch-curve residual analysis. In the Big Creek population, additional research will include: Estimate the actual population size through mark-recapture over a three year period. Determine the potential for shoal bass emigration. Develop management recommendations.

RECIPIENT INVOLVEMENT:

a.	Complete application procedures to obtain park research permits and abide by all conditions of research permits (including submitting an Investigators Annual Report online as part of the requirements). NPS permits shall be applied for online at https://science1.nature.nps.gov/research/ac/ResearchIndex. 
b.	Meet with park representatives, in the form of conference call if necessary, to review and discuss project scope of work.
c.	Conduct the research and manage the project.
d.	Provide equipment needed for the project, including: backpack electrofisher, visible implant tagging supplies, submersible ultrasonic receiver, ultrasonic receiver, and directional hydrophone.
e.	Provide written quarterly progress briefs to NPS.
f.	Provide any tabular, graphic, or spatial data (including derived data) to the NPS in a mutually-agreed upon digital format with standard metadata where appropriate.  
g.	Provide a completion report conforming to the standards of NPS Natural Resource Technical Report (NRTR) series format.

These grants will be given to communities with the best strategies for attracting private investment.
