This will be accomplished through stabilization and alternative livelihood activities that will encourage licit behavior on the part of targeted communities.   KFZ is one component of a multi-agency and multi-sectoral effort to address opium poppy cultivation and processing in Kandahar Province.  USAIDs KFZ efforts will complement additional efforts by the State Departments Bureau for International Narcotics and Law Enforcement Affairs (INL) in the areas of counternarcotics public information, governor-led eradication, and drug demand reduction.There are two components to the KFZ program.  The first component focuses on local level interventions to be implemented through a mechanism that identifies and addresses the drivers of poppy cultivation in targeted districts.  This KFZ component will be achieved through a tailored package of interventions developed in close collaboration with affected communities and under the leadership of the Ministry of Counter Narcotics (MCN).  The second component will support capacity building within the Ministry to improve management of its Alternative Livelihood program, including policy development, stability assessment, program design, implementation, management, and monitoring and evaluation.  The KFZ program is anticipated to support counter narcotics efforts in areas with high levels of poppy cultivation in Kandahar province.  As with other short-term stabilization programs targeting contested areas, KFZ will emphasize both speed and flexibility in program mobilization and implementation to adapt to rapidly changing security environments. SHOP Grantees must use a significant amount of SHOP Grant funds in at least two states.  SHOP Grant funds must be used for land acquisition, infrastructure improvements, and for reasonable and necessary planning, administration and management costs (not to exceed 20 percent).  The construction or rehabilitation costs of each SHOP unit must be funded with other leveraged public and private funds.  The average SHOP Grant expenditure for the combined costs of land acquisition and infrastructure improvements must not exceed $15,000 per SHOP unit.  Eligible low-income homebuyers must contribute a significant amount of sweat equity towards the development of the SHOP units.  Volunteer labor is also required.  Assisted units must be decent, safe, and sanitary non-luxury dwellings that comply with state and local codes, ordinances, and zoning requirements, and with the SHOP requirements (including requirements for energy-efficiency and water conservation).  The SHOP units must be sold to homebuyers at prices below the prevailing market price.  A homebuyers sweat equity contribution must not be mortgaged or otherwise restricted upon future sale of the SHOP unit.  SHOP Grantees may award SHOP Grant funds to local non-profit affiliate organizations to carry out the Grantees SHOP program. CHP grant funding will be based on your agencys current entry-level salary and fringe benefits for full-time sworn officers; any additional costs for higher than entry-level salaries and fringe benefits will be the responsibility of the grantee agency.  All agencies requests will be capped at no more than five percent of their actual sworn force strength as reported at the time of updated application, up to a maximum of 25 officers.  Agencies with a service population of 1 million or above may apply for up to 25 officer positions; agencies with a service population less than 1 million may apply for up to 15 officer positions.  [The request of any agency with a sworn force less than or equal to 20 will be capped at one officer.]  Funding under this program may be used to:	Hire new officers, which includes filling existing officer vacancies that are no longer funded in your agencys budget.  	Rehire officers who have already been laid off from any jurisdiction as a result of state, local, or Bureau of Indian Affairs (BIA) budget cuts.  The rehired officers must be rehired on or after the official grant award start date as it appears on your agencys award document.  Documentation must be maintained showing the dates that the positions were laid off and rehired.	Rehire officers who are (at the time of application) currently scheduled to be laid off on a specific future date as a result of state, local, or BIA budget cuts.  Grantees will be required to continue funding the positions with local funding until the dates of the scheduled lay-offs.  The dates of the scheduled lay-offs and the number of positions affected must be identified in the CHP application.    CHP grants can be used to hire and or rehire School Resource Officers.  Please note that the COPS Office requires that the officer(s) deployed into the SRO position(s) spend a minimum of 75 percent of their time in and around primary and/or secondary schools, working on youth-related activities. The Energy and Climate Partnership of the Americas has brought together countries from the Western Hemisphere to respond to energy and climate-related challenges. To support further progress in energy efficiency policy development in the region, this grant will support work to lower electricity consumption in municipal buildings through sound energy efficiency standards and policies. Applicants will conduct an energy efficiency policy analysis and baseline assessment of municipal building energy use in select municipalities and develop relevant recommendations for improved energy efficiency standards and codes for municipal buildings. With these recommendations, the applicant will create energy efficiency action plans to recommend to partner governments and stakeholders. Lastly, the applicant will monitor and evaluate project results to demonstrate project outcomes and provide a benchmark for future interventions.WHA reserves the right to fund any or none of the applications submitted and will determine the resulting level of funding for the award pending availability of funds. PSGP is one tool in the comprehensive set of measures authorized by Congress and implemented by the Administration to strengthen the Nation's critical infrastructure against risks associated with potential terrorist attacks.

The vast majority of U.S. maritime critical infrastructure is owned and/or operated by State, local, and private sector maritime industry partners. The Division of Environmental Assessment (DEA) of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement through the Piedmont-South Atlantic Coast CESU network only to conduct research in topics that serve the public interest in safe and environmentally sound marine mineral development on the nations Outer Continental Shelf (OCS). BOEM, through its Marine Minerals Program (MMP), conveys the rights to OCS sand, gravel, or shell resources for in shore protection projects. BOEM must analyze and minimize to the extent practicable the effects of these activities under the requirements of the National Environmental Policy Act (NEPA) and other environmental laws, such as the Magnuson Stevens Fishery Conservation and Management Act. Section 1346 of the Outer Continental Shelf Lands Act (OCSLA) mandates the conduct of environmental and socioeconomic studies needed for the assessment and management of environmental impacts on the human, marine, and coastal environments which may be affected by mineral development. [The following sentence has been modified]: Following Hurricane Sandy, storm damage assessments indicated there were several critically-eroded areas in Virginia, Florida and other areas that would need access to BOEM managed OCS sand resources for beach nourishment and coastal restoration. Environmental monitoring of benthic and demersal fish habitat, resident biological communities, geomorphology, and other sensitive resources in the vicinity of the borrow area is necessary to ensure environmental risks from the use of these sources are well documented and, if needed, adaptively managed through subsequent stewardship actions, without causing undue delay in the start of dredging and construction. At least 17,100 adjudicated or committed youth (amounting to some 12 percent of the total population in juvenile detention facilities) reported having suffered sexual abuse within 12 months of arriving at their facility, with rates as high as 36 percent in specific facilities.3
On June 20, 2012, DOJ published the Final Rule creating standards as required by the Prison Rape Elimination Act. The standards apply to adult prisons and jails, juvenile correctional facilities, police lockups, and community residential centers. The standards, which took effect on August 20, 2012, seek to prevent sexual abuse and to reduce the harm that it causes. The standards are grouped into 11 categories: prevention planning; responsive planning; training and education; screening for risk of sexual victimization and abusiveness; reporting; official response following an inmate report; investigations; discipline; medical and mental care; data collection and review; and audits.
This program is funded under the Prison Rape Elimination Act, 42 USC 15601, et seq., and the Consolidated and Further Continuing Appropriations Act, 2013, Pub. L. 113-6, 127 Stat. 198, 255. Demonstration projects funded through this solicitation will support comprehensive approaches within state, tribal, and local adult and juvenile correctional facilities to prevent, detect, and respond to incidences of sexual victimization.</td></tr></table></TD></TR></TABLE>]]></content:encoded>

This solicitation announces a third round of funding under the TAACCCT grant program. The primary intent of the TAACCCT program is to meet the educational or career training needs of workers who have lost their jobs or are threatened with job loss as a result of foreign trade by funding the expansion and improvement of education and career training programs that are suited for these individuals; however, the Department expects that a wide range of individuals will benefit from the TAACCCT program once education and training programs are developed and implemented. Fulfilling U.S. conservation and management commitments of the Agreement requires an enhanced knowledge of Yukon River salmon stocks to ensure that the agreed to passage of salmon to the Canadian border is achieved without unnecessarily foregoing harvests of salmon in U.S. waters.  The Yukon Salmon Act (16 USC 5727) authorizes funding to the Department of the Interior for obtaining such information.  Funds for Yukon River Treaty (i.e., Yukon River Salmon Agreement) implementation as authorized under the Yukon River Salmon Act are appropriated annually to the U.S. Fish and Wildlife Service to meet financial obligations under the Agreement and to bolster knowledge of Canadian-origin salmon to meet conservation and management commitments to Canada. This includes a process to fund State Aquatic Nuisance Species (ANS) Management Plans officially approved by the Aquatic Nuisance Species Task Force and authorized by the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990. Project ranking criteria include: ecological benefits for Federal trust species, minimizing or removing impacts of aquatic species posing highest risks to native species or ecosystems, current scientific knowledge and proven technology, and addressing objectives outlined in approved federal, state, regional, tribal or species aquatic nuisance species control and management plans. TSGP is one tool in the comprehensive set of measures authorized by Congress and implemented by the Administration to strengthen the Nation's critical infrastructure against risks associated with potential terrorist attacks. TSGP provides funds to owners and operators of transit systems (which include intra-city bus, commuter bus, ferries, and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure. 
The FY 2013 TSGP plays an important role in the implementation of the National Preparedness System (NPS) by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (NPG) of a secure and resilient Nation. The building, sustainment, and delivery of these core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community. The FY 2013 TSGP supports core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs.</td></tr></table></TD></TR></TABLE>]]></content:encoded>
