Description

The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate is soliciting applications from qualified Minority Serving Institutions (MSIs) to establish homeland security scientific leadership programs in areas critical to homeland security. The emphasis of the DHS Scientific Leadership Awards for MSIs is to support development of a coordinated program homeland security related Science, Technology, Engineering, and Mathematics (HS-STEM) teaching initiatives, curriculum development, and undergraduate scholarships at accredited MSIs providing only Associates and/or Bachelors degrees in Homeland Security (HS) STEM fields. .A capable HS-STEM workforce spanning the Nation’s population diversity is critical to S&T’s mission to operate and provide leadership for homeland security extramural research, development, demonstration, testing, and evaluation programs. Research and education areas eligible for support include: 1. Explosives Detection, Mitigation and Response; 2. Social, Behavioral, and Economic Sciences; 3. Risk and Decision Sciences; 4. Human Factors Aspects of Technology; 5. Chemical Threats and Countermeasures; 6. Biological Threats and Countermeasures; 7. Food and Agriculture Security; 8. Transportation Security; 9. Border Security; 10. Immigration Studies; 11. Maritime and Port Security; 12. Infrastructure Protection; 13. Natural Disasters and Related Geophysical Studies; 14. Emergency Preparedness and Response; 15. Communications and Interoperability; 16. Advanced Data Analysis and Visualization. .Awards are limited to accredited MSIs providing only Associates and/or Bachelors degrees in Homeland Security (HS) STEM fields. These awards will provide MSIs with funds for up to 3 years to support early career faculty to establish or expand research programs in HS-STEM fields, develop curricula in HS-STEM fields, establish or expand other educational opportunities in HS-STEM fields, and implement training activities in HS STEM-related scientific or technical areas, and to provide scholarships to undergraduate students studying in HS-STEM related areas to develop the necessary skills to become professionals in homeland security related fields. Awards are limited to $200,000 with up to 40% (for example $80,000 for a budget request of $200,000) to be devoted to HS-STEM curriculum or to support one or more early career faculty members for up to 3 years. The remaining balance of at least 60% (for example $120,000 for a budget request of $200,000) must fund undergraduate scholarships and training opportunities. .All funds requested for equipment and/or laboratory supplies will be subject to intense scrutiny and must be accompanied by a compelling justification stating that the expense is explicitly required for the proposed project(s) and related curriculum and cannot be used for other research and training. DHS encourages proposals from accredited MSIs that grant degrees at the Associates and/or Bachelors level. .Prior recipients of the DHS Scientific Leadership Awards may reapply for grants in the same research area in which they were awarded originally. MSIs that are partners in an existing COE may only apply in research areas that are the focus of that COE. Other MSIs that applied in the past and did not receive awards may reapply.
