Additional Information on Eligibility:
Applicants must be manufacturers with the ability to provide domestic or foreign produced active protection systems with size, weight, and power characteristics suitable for protecting wheeled tactical vehicles, especially light wheeled tactical vehicles. These systems will remain the property of the manufacturer and will be provided for the Government for testing purposes only.
Applicants eligible for consideration include, but are not limited to, those parties who responded to Requests for Information (RFI) ONR-07-RFI-0004 posted Jan 18, 2007 and/or ONR-RFI-002-01 posted on Mar 05, 2008.

Description
The Department of Defense (DoD), with the Director, Operational Test and Evaluation (DOT&E) as its executing agent, will test and evaluate current APS suitable for protecting tactical wheeled vehicles. To facilitate testing, existing active protection systems (APS) are required for live-fire testing. Through cooperative agreements, the Government may reimburse proposed costs associated with testing. Cooperative Agreement recipients will be required to: (1) Provide sufficient APS countermeasures to participate in the 27 planned flight test events; this quantity will be negotiated with each applicant. (2) Install its APS systems on a wheeled vehicle platform acceptable to both the applicant and the Department of Defense. (3) Deploy and operate the installed-on-vehicle APS at the Redstone Technical Test Center (RTTC), Huntsville, Alabama, USA, for a period of six (6) weeks mutually agreed by the applicant and the Department of Defense. (4) Support test operations in accordance with the Outline and Detailed Test Plans for Department of Defense Active Protection System Testing. (5)Conduct test operations in accordance with the RTTC’s Safety Requirements and Coordination for Testing APS Systems dated 19 March 2009
