Description

Scope of Work in Support of Terrestrial Surveys of the Northern Islands, (FDM, Anatahan, Sarigan, Guguan, Alamagan, Pagan, Agrihan, Asuncion, Maug, Uracas) Northern Islands Mayors Office Commonwealth of the Northern Mariana Islands (CNMI) May 18, 2009 PURPOSE OF SURVEYS These surveys are intended to provide a statistically and scientifically creditable estimate of taxonomic diversity and abundance of selected terrestrial resources on the Northern Islands (FDM, Anatahan, Sarigan, Guguan, Alamagan, Pagan, Agrihan, Asuncion, Maug, Uracas) that may potentially be impacted by actions proposed as part of Relocation of Marine Corps Forces to the Mariana Islands. Surveys may include, but are not limited to: • Insects • Coconut crabs • Snails • Reptiles • Birds o General bird VCP surveys o Megapode playback surveys o Nightingale reed warbler playback surveys o Seabirds • Small mammals • Bats o Fruit bats o Sheath-tailed bats CNMI-Northern Islands Mayors Office (CNMI-NIMO) personnel and expertise will be incorporated to the greatest extent possible. It is realized that NIMO personnel are inhabitants of the islands that will be surveyed and that their experience and expertise will contribute to a timely and safe project. In addition their local knowledge of the islands will provide information that can not be readily obtained by short surveys. This agreement is intended to support that expertise and provide logistical support. These activities are briefly described below. LOGISTICS Surveys are proposed to start on or about June 1, 2009 and continue through September 30, 2010. Local Expertise – Personnel experienced with living on those islands visited will provide knowledge and guidance on best routes to areas of interest, locations of wildlife in question, and small boat landing sites and hazards. This will greatly facilitate transportation to and about islands for terrestrial and marine surveys. Transect cutting - A critical function of support personnel will be to cut transect survey lines in a predetermined survey area for the bird and fruit bat surveys. The clearing of the survey lines must be accomplished prior to survey commencement. Field Camp - a field camp will be established on selected islands and maintained for the survey period. These camps will act as a support base providing survey staff with water, food, power, and communications. Survey teams will arrive by boat or helicopter following establishment of the field camp. The field camp will require the following NIMO personnel support; • Island guides • Movement of equipment and supplies to and from islands • Maintenance and management of equipment and boats • Camp maintenance • Live for extended periods on island to maintain and protect equipment REPORTING AND PRODUCTS All data sheets, maps, antidotal information, and field notes will be collected by a USFWS biologist and reviewed with personnel for accuracy. Review of Working Draft Survey Report A working Draft Survey Report will be assembled by the USFWS and provided to NIMO for comment. This report should be checked for accuracy and completeness and comments provided to the USFWS by an agreed update to allow revision of the Draft Survey Report prior to submission to the Navy. ADAPTIVE IMPLEMENTATION Many aspects of this project continue to change as new information emerges from the Department of Defense. This may require alterations in the location of the surveys and the level of survey effort necessary to achieve the project objectives. However, methodologies and reporting requirements are not anticipated to change. Any changes in to this document will be made in cooperation and with the support of the technical staff at each partner agency.
