Category Explanation:
NIFA requests applications for the 1890 Institution Education, Research and Extension Capacity Building Grants (CBG) Program for FY 2010. The intent of this program is to build institutional capacity through stimulating the development of high quality Education, Research and Extension programs at the 1890 Land-Grant Institutions, including Tuskegee University and West Virginia State University, that will produce baccalaureate and higher level degree graduates capable of strengthening the Nation’s food and agricultural scientists and professionals. NIFA anticipates the amount available for support of this program in FY 2010 will be approximately $35 million.

An institution eligible to receive an award under this program includes a research foundation maintained by an eligible institution.
Faculty and students receiving support for developmental activities or educational costs must be eligible participants, as defined in Part VIII, E. - Definitions (of the RFA). Students must be enrolled at institutions that are eligible to receive CBG awards (see RFA for further details). Where student or faculty eligibility is claimed under 8 U.S.C. 1101(a)(22), documentary evidence from the Immigration and Naturalization Service as to such eligibility must be made available to NIFA upon request.
Award recipients (Joint and/or Integrated Projects) may subaward to organizations not eligible to apply provided such organizations are necessary to conduct a successful project. The subcontract must advance capacity building at the 1890 institution in the area of the submitted application.
