Projects under this Funding Opportunity Announcement (FOA) will be funded,
in
whole or in part, with funds appropriated by the American Recovery and
Reinvestment Act of 2009, Pub. L. 111-5, (Recovery Act or Act). The
Recovery
Act¿s purposes are to stimulate the economy and to create and retain jobs.
The
Act gives preference to activities that can be started and completed
expeditiously. Accordingly, special consideration will be given to
projects
that promote and enhance the objectives of the Act, especially job

preservation and economic recovery, in an expeditious manner.
The Department of Energy (DOE), National Energy Technology Laboratory
(NETL),
on behalf of the Office of Energy Efficiency and Renewable Energy¿s (EERE)
Building Technologies Program (BTP), is seeking applications under six
broad
Areas of Interest. Each Area of Interest includes several specific
Technical
Subtopics (which are described in further detail throughout this section)
as
follows:

DOE estimates that approximately $25-$75 million shall be available for
awards
under this Funding Opportunity Announcement (FOA). DOE will seek at least
20-50 percent applicant cost share with performance periods between 1 to 3
years.
