Description
The Department of State’s Office of Energy Programs (ENR/EGA/EP) is pleased to announce a competition for assistance award(s) through this Request for Proposals. ENR invites U.S. non-profit/non-governmental organizations or institutes of higher education to submit concept papers for training programs and capacity-building engagement with foreign government stakeholders regarding the development of unconventional natural gas, especially as it relates to regulations, environmental protection, policy formation, technical issues, geological analysis, investment climate, and best practices for operational implementation under the auspices of the Department’s Unconventional Gas Technical Engagement Program (UGTEP). Academic and other institutions with relevant technical/policy expertise are encouraged to apply. The Department anticipates having approximately $500,000 available for one or more cooperative agreements. The initial period of performance will be for 24 months. Funding authority rests in the Foreign Assistance Act of 1961, as amended. All award decisions are contingent upon the availability of funding.
