All applicants must propose that at least 100% of the direct labor cost for the project (including contractor/subrecipient labor) will be incurred in the United States (including U.S. territories) unless the applicant can demonstrate to the satisfaction of the EERE that the United States economic interest will be better served through a greater percentage of work performed outside the United States.

Amendment 000003 to DE-FOA-0000793. To view the changes associated with amendment, please refer to the EERE Exchange website. This FOA supports the President?s EV Everywhere Grand Challenge with the goal of enabling U.S. companies to be the first in the world to produce electric vehicles that are as affordable for the average American family as today?s gas-powered vehicles within the next 10 years (by 2022). This FOA contains a total of 11 areas of interest in the general areas of advanced lightweighting and propulsion materials; advanced battery development; power electronics; advanced heating, ventilation, air conditioning systems; and fuels and lubricants.
