Description

The purpose of modification 005 is to extend the application due date to July 6, 2010. Please note that only questions received through July 2, 2010, which was the end of the initial FOA due date will be accepted. Questions received after July 2, 2010 will not be accepted nor answered. All other parts of the Funding Opportunity Announcement (FOA) remain unchanged. The area which has changed with this modification is highlighted within the FOA. In modification 004, the FOA was revised to: Update Section IV.B., which requests the submission of a Letter of Intent prior to the application submission. Letters of Intent will be used by DOE to plan for the merit review processes. The Letters should not contain any proprietary or sensitive business information. The Letters will not be used for down-selection purposes, and does not commit an applicant to submit an application. The areas which have changed with this modification 004 are highlighted within the FOA. All other parts of the Funding Opportunity Announcement (FOA) remain unchanged. The purpose of modification 003 is to: A) Update Section III.A. Eligible Applicants, to include all domestic entities, with the exception of Nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. B) Update Section III.C. Other Eligibility Requirements, to update the authorization language from the Federal agency sponsoring the Non-DOE FFRDC contractor (if any). C) Remove language limiting FFRDC participation to 25%. All other parts of the Funding Opportunity Announcement (FOA) remain unchanged. The areas which have changed with this modification are highlighted within the FOA. In modification 002, the FOA was revised to update the eligible applicants to include all Federally Funded Research and Development Center Contractors (including Non-DOE FFRDC contractors). In modification 001, the FOA was revised to: A) Reflect the correct due date for applications of 07/02/2010 in Section IV.E. 2 of the Funding Opportunity Announcement (FOA) B) Revise the language in Section V.C of the FOA, regarding notification of selection and date of award, which now reads: Selection and Award Date - DOE anticipates notifying applicants selected for award in September, 2010 and making awards by December, 2010. C) Update Webinar instructions and the Webinar link in Appendix E of the FOA. The objective of this Announcement is to identify and accelerate the development of cross-cutting and unique products or processes that are expected to have a disruptive impact on the photovoltaics (PV) industry in support of the overall Department of Energy,Energy Efficiency and Renewable Energy, Solar Energy Technologies Program (SETP) goals. Successful applicants to this FOA will propose an R&D project based on a concept, process, or prototype, which has been demonstrated at a pre-commercial scale, and show how this technology has significant potential for near-term impact on a substantial segment of the PV industry. Near-term means within 2-5 years of award. Successful applicants will also describe how they plan to bring the technology they develop under the award to market within 1 to 3 years from the date of award and within the time span of the award. The impact of responsive applications may range from 1) innovative yet evolutionary improvements that can be supplied across the industry at high volumes and lower costs than conventional technology today; to 2) disruptive technologies applicable to a narrower segment of the industry, which can dramatically reduce costs and drive growth of this segment. In contrast to programs focused on technology development of unique cell module, or inverter product desig ns, this funding opportunity is directed to the possible cross-cutting cost reduction opportunities developed in the U.S. that will provide a generic benefit across a segment of the PV industry.
