Description

The U.S. Army Medical Research and Materiel Command's (USAMRMC) mission is to provide solutions to medical problems of importance to the American Warfighter at home and abroad. The scope of this effort and the priorities attached to specific projects are influenced by changes in military and civilian medical science and technology, operational requirements, military threat assessments, and national defense strategies. The extramural research and development program plays a vital role in the fulfillment of the objectives established by the USAMRMC. General information on USAMRMC can be obtained at: (https://mrmc.detrick.army.mil/). This Broad Agency Announcement (BAA) is intended to solicit extramural research and development ideas, and is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in Federal Acquisition Regulation 6.102(d)(2) and 35.016. This announcement provides a general description of USAMRMC’s research programs, including research areas of interest; general information; proposal/application preparation instructions; and the evaluation and selection criteria. This fiscal year’s BAA contains several changes from previous USAMRMC BAAs. Read each section carefully. The research areas of interest has been updated; the eligibility information now requires registration in the System for Award Management (SAM); the pre-proposal/pre-application preparation instructions are clarified; the full proposal/application preparation instructions now include content for research and development of devices or technology, and new regulatory requirements for research involving human cadavers; and the evaluation and selection criteria now include research and development of devices or technology criteria. This is a continuously open announcement; a pre-proposal/pre-application and full proposal/application may be submitted at any time throughout the year. Submission of a pre-proposal/pre-application is required to explore USAMRMC’s interest in your research project. A Full proposal/application may be submitted only upon receipt of an invitation by the Government. In accordance with FAR 6.102, projects funded under this BAA must be for basic and applied research and that part of development not related to the development of a specific system or hardware procurement. Projects should be for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding, rather than focusing on a specific system or hardware solution.
