Description of Modification

The purpose of this BAA amendment is to further define the eligibility of commercial entities as follows: Commercial entities are prohibited from receiving prime awards. However, consultants may receive sub-awards depending on the nature of their efforts. Consultants shall be limited to supporting roles, e.g., technicians, translators, workshop/conference development, foreign outreach, speech writing, data collection, software development, historical analysis, survey/field workers, cultural analysis, foreign legal expertise, diplomacy, oral histories, cultural model development, survey development, writer. If it is determined during White Paper evaluations that proposed consultants, individually or collectively, are significantly engaged in the overall project, the White Paper shall be deemed unacceptable and not encouraged to submit a Full Proposal. Additionally, tax exempt, nonprofit organizations are not considered commercial entities and are eligible as subrecipients.

Description

The Minerva Research Initiative is a DoD-sponsored, university-based social science research program initiated by the Secretary of Defense. It focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department’s intellectual capital in the social sciences and improve its ability to address future challenges and build bridges between the Department and the social science community. Minerva will bring together universities, research institutions, and individual scholars and support multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department.
