Mod 003 -
The purpose of this modification is to:
1. Correct an error in row 170 of the Proforma spreadsheet (the calculation should be 8% of revenue, not 8% of total feedstock costs).
Accordingly, the following paragraph of Section IV.C.3.l. is deleted:
Pro formas for various scenarios shall be provided using the format and following the instructions in the Proforma.xls document which is available in the Documentation section of this FOA posting on FedConnect (https://www.fedconnect.net/FedConnect/). and replaced with:

The purposes of this modification are to:
1. Modify the second bullet in Section III.A.
Accordingly, the following sentence is deleted:
Any Federally Funded Research and Development Center (FFRDC) Contractor applying as the prime cannot exclusively withhold its services to only its application and must make itself available to other applicants on a non-exclusive basis.
and replaced with:
Any DOE/National Nuclear Security Administration (NNSA) FFRDC contractor applying as the prime cannot exclusively withhold its services to only its application and must make itself available to other applicants on a non-exclusive basis.
2. Add the following paragraph to Section VIII.F.
Special Protected Data Statutes. This program is covered by a special protected data statute. The provisions of the statute provide for the protection from public disclosure, for a period of up to five (5) years from the development of the information, of data that would be trade secret, or commercial or financial information that is privileged or confidential, if the information had been obtained from a non-Federal party. Generally, the provision entitled, Rights in Data - Programs Covered Under Special Protected Data Statutes, (10 CFR 600 Appendix A to Subpart D), would apply to an award made under this announcement. This provision will identify data or categories of data first produced in the performance of the award that will be made available to the public, notwithstanding the statutory authority to withhold data from public dissemination, and will also identify data that will be recognized by the parties as protected data. For National Laboratories and FFRDCs,
the data rights clause in Applicant's M & O Contract will apply.
This funding opportunity announcement is requesting applications to develop integrated upgrading processes of bio-oil at the bench scale that:
1. Demonstrate the capability of long term processing to address the corrosivity issues associated with stabilized bio-oil;
2. Catalytically de-oxygenate the many molecular fragments that collectively comprise bio-oil;
3. Demonstrate the ability to produce a final liquid transportation hydrocarbon fuel that can be blended at up to 30 percent by weight with ASTM petroleum fuels OR produce an upgraded bio-oil compatible with existing petroleum refining unit operations; and
4. Provide extensive supporting data on the physical and chemical property requirements of the petroleum operations to demonstrate the compatibility of the resulting liquid hydrocarbon product with petroleum refining unit operations.
